Climate change, energy insecurity, pressure on natural resources, increasingly frequent natural disasters, massive sargassum influxes, degradation of coastal ecosystems, and growing water stress have transformed the Caribbean into one of the world\u2019s foremost laboratories of environmental vulnerability. Yet the region is also becoming a laboratory of solutions.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In Roseau, discussions demonstrated that the OECS is no longer focused solely on raising awareness of environmental risks. The regional organization is increasingly seeking to build collective responses based on cooperation, science, innovation, and access to international financing. Among the many issues discussed, four initiatives deserve particular attention.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">1. SARSEA: Transforming the Sargassum Crisis into a Regional Strategy<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">For many years, sargassum was treated primarily as a beach-cleaning problem\u2014a costly logistical burden for already overstretched local governments. Today, that perspective appears increasingly outdated. The massive influxes observed across the Caribbean for more than a decade have affected mangroves, seagrass beds, and coral reefs. They have also weakened tourism, fisheries, public health, and local economies. It is precisely in response to this reality that the\u00a0<strong>SARSEA Project (Regional Strategies Against Sargassum Based on Ecosystem Approaches)<\/strong>\u00a0was launched, with \u20ac8 million in funding from the French Development Agency (AFD) and implementation support from the OECS.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">SARSEA\u2019s strength lies in its comprehensive approach. The objective is no longer simply to collect seaweed once it reaches the shoreline, but rather to establish genuine regional governance of the phenomenon. The project seeks to strengthen cooperation among Caribbean states, enhance scientific research, harmonize management strategies, and develop economic valorization opportunities. In other words, the ambition is to move from crisis management to long-term planning. This is where the project\u2019s real added value lies. In a region where ocean currents pay little attention to political borders or constitutional arrangements, a regional approach is not merely desirable\u2014it is necessary. Sargassum is a transboundary challenge that requires a transboundary response.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">2. Geothermal Energy: Toward Caribbean Energy Sovereignty?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Energy remains one of the principal constraints on economic development across many Caribbean territories. Dependence on imported fossil fuels exposes island economies to international market volatility while increasing financial vulnerability. Against this backdrop, geothermal energy is emerging as one of the OECS\u2019s most strategic priorities. Dominica occupies a particularly significant position in this discussion. Thanks to its exceptional volcanic potential, the country has spent several years developing a geothermal project that is expected to become one of the most important renewable energy initiatives in the Caribbean.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The ambition extends well beyond national electricity generation. The broader goal is to create a Caribbean renewable energy model capable of reducing the energy dependence of Small Island Developing States (SIDS). This debate is about far more than technology. It touches on energy sovereignty, economic competitiveness, climate resilience, ecological transition, and regional cooperation. Discussions surrounding future interconnections, knowledge sharing, and investment mobilization suggest that geothermal energy could become a major driver of Caribbean integration in the years ahead.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For the French Caribbean territories currently reflecting on their own energy future, these regional experiences deserve close attention. REMAR: Restoring Mangroves to Protect Communities<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Among the recent initiatives highlighted during COM:ES 13 was the\u00a0<strong>REMAR Project (Resilient Ecosystems through Mangrove Restoration)<\/strong>. Backed by \u20ac5.5 million over five years, the programme brings together the OECS, the French Development Agency (AFD), and the French Facility for Global Environment (FFEM). Its objective is straightforward: restore mangrove ecosystems and strengthen their sustainable management across several Caribbean territories, including Guadeloupe, Martinique, Saint Lucia, Grenada, and Saint Vincent and the Grenadines.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Why are mangroves so important?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Because they represent one of the region\u2019s most valuable forms of natural infrastructure. Mangroves protect coastlines against erosion, reduce storm impacts, improve water quality, provide nursery habitats for numerous marine species, and capture significant quantities of carbon.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the context of climate change, they often represent a more cost-effective investment than certain artificial coastal defense structures. REMAR therefore reflects a significant shift in contemporary environmental policy: recognizing nature not as an obstacle to development, but as a fundamental component of economic and social resilience.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">4. Water: The Caribbean\u2019s Next Major Challenge<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Finally, one of the most consequential issues discussed\u2014though often less visible in public debate\u2014concerns water governance. The Caribbean is frequently perceived as a water-rich region. The reality, however, is considerably more complex. Droughts are becoming more frequent, distribution networks are aging, technical losses remain substantial, and increasingly severe weather events continue to disrupt access to water resources. It is within this context that the\u00a0<strong>Global Water Partnership Caribbean (GWP-C)<\/strong>\u00a0has emerged as a key regional actor. Today, the network brings together more than 120 partners across twenty-two territories.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Its work is grounded in the principle of\u00a0<strong>Integrated Water Resources Management (IWRM)<\/strong>. In practical terms, this means that water should not be viewed solely as a production or distribution issue, but rather as a comprehensive system connecting environmental protection, agriculture, urban planning, energy, public health, and economic development. This approach is particularly relevant for Small Island Developing States whose resources are limited and highly exposed to climate-related risks. The stakes are immense. Without water security, there can be no food security, no energy security, and ultimately no sustainable development.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">A Caribbean Region Experimenting with Tomorrow\u2019s Solutions<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">COM:ES 13 served as a powerful reminder of a fundamental reality: the Caribbean\u2019s ecological transition will not be achieved through technology alone.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Its success will depend above all on the capacity of territories to cooperate, innovate, and learn collectively. Whether addressing sargassum influxes, geothermal energy development, mangrove restoration, or water governance, the region\u2019s environmental challenges transcend national boundaries and require shared solutions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a global context increasingly shaped by geopolitical uncertainty, climate disruption, and competition over strategic resources, the OECS is seeking to demonstrate that another path is possible\u2014one rooted in regional integration, solidarity, scientific knowledge, and innovation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For the Caribbean, the challenge is no longer merely to adapt to future crises.
